National Content in Oil Regional targets have Autor: Valor Econômico
The government will use the mandatory local content policy in the oil and gas industry to expand beyond the Rio and Sao Paulo, the development of suppliers to the industry. Medium enterprises have official support and technical advice to "productive arrangements" aimed at providing goods and services to the oil and gas industry and in five locations in Brazil.
The assistance will include support to the formulation of business plan to integrate regionally leading suppliers in the oil, gas and shipping, according to an agreement signed by the Ministry of Development and the Brazilian Agency for Industrial Development (ABDI).
"We're coming out of a policy of national content for local content, very nice to talk, but hard to do," said the president of the ABDI, Mauro Borges. "The oil industry is as relevant today, if we have a successful development of the supply chain will be an effective contribution to Brazilian development more balanced."
Borges said in an interview with Valor PRO service, real-time value, that the current policy of domestic content requirement for investors with exploration contracts in the oil and gas sector should also be "recalibrated" in the medium term. The coaches think of different criteria to define the minimum requirements for domestic manufacturing, according to the various segments of the supply chain of Petrobras and other companies.
"There is no question," however, to make changes this year, said the executive, who participates in discussions on the topic, the Council on Competitiveness of the Oil and Gas It ensures that the government is concerned to avoid losing competitiveness of companies.
"Today there is an aggregate metric (to measure local content) and that she is looking for. With the revision, we would have to look at the metric by large strategic segments," explained Mauro Borges, to inform that the revised model should define these "major strategic segments", and focus on them official initiatives to develop local suppliers. "Not necessarily will reduce local content in all segments, may be surprised and find that a particular segment may have more local content," he said.
The program of local clusters in the sectors of oil, gas and shipping, released on 26/02/2013, will serve as a pilot project to take advantage of the local content policy as a source of regional development, as explained by the secretary of production development Ministry of Development, Heloisa Menezes. The government wants to design, create, in the country, global suppliers.
We selected five regions in Minas Gerais, Bahia, Pernambuco, and Rio Janeiro and Rio Grande do Sul, to adopt medium and large chain suppliers of oil and gas as "anchor companies", which will use funds from lines of government funding for develop local suppliers. Strong candidates for the program are, according to Borges, Mannesmann, a manufacturer of steel pipes in Minas, or UTC Engineering and Odebrecht, in Bahia.
"A company can have a great supplier in another state and be good so the government can encourage the use of local suppliers, using existing support programs," said Borges.
One of the programs to be used is the Prominp, development of local suppliers by Petrobras. According to the executive coordinator of Prominp Paul Alonso, some areas chosen by the government already rely on local development projects of "productive arrangements," groups of companies incorporated in certain activities. "What we're doing more and join us in this process," he said. The government and Petrobras not only want to develop suppliers directly linked to oil and gas activities, such as mechanical, industrial automation, electricity and calderaria, but also services such as catering, kitchen, industrial cleaning, which can benefit from the demand created in large projects exploration, production and refining.
Were chosen regions of Rio Grande do Norte, San Jose (RS), Jaipur-Steel Valley (MG), Ipojuca-Global Suape (PE), Maragogipe-San Roque (BA) and Itaboraí-Conleste (RJ). The government should assist companies in these regions anchors to locate local suppliers and create business plans, financed with resources already available in the official lines, to use the local production. Among the sectors directly linked to the production of oil and gas are the metal-mechanics and equipment, automation, electronics, shipbuilding and offshore.
