BRASILIA - The government should propose a new model for PIS / COFINS in early 2014. The estimate was made on Wednesday by the Executive Secretary of the Treasury, Nelson Barbosa, adding that discussions should begin this year. In a public hearing in the Senate, said the intent is to "rationalize and resolve the issue return credit."
Barbosa explained that not all purchases of inputs and generate credit, he said, "the reform will make it all manages credit." According to the secretary, the proposal can not be made "immediately" because there is a policy of tax cuts in sectors of the economy on course. "You can not do this year. If consciousness (we) carry over to the new model in 2014."
He noted that since 2007 the government has moved in the PIS / COFINS. At the time, the return of credit took 4 years and today, about 3 months.
ICMS. Barbosa said the compensation fund created by Provisional Measure 599/2012 to ensure the unification of ICMS rate will have 83% of the resources devoted to the least developed and the remaining 17% for developed countries.
According to him, the criterion is "close" to the State Participation Fund (FPE). However, the government proposed the use of population and GDP per capita as the criteria for allocation of resources. "We put this weight to propose to Congress a distribution format. We proposed this distribution format to define the lords," he said at the public hearing of the committee dealing with the MP 599/2012.
