Microgeneration: Government initiatives will be key Autor: TN Petróleo
Government initiatives in research and pioneering will have a crucial role in the spread of distributed generation small (micro and mini) in Brazil, according to the alert teacher Fluminense Federal University (UFF) Geraldo Tavares. At a meeting held on Monday (15/04) in the House Energy Sector of the Permanent Forum on Strategic Development of the State of Rio de Janeiro, he suggested that projects are implemented in public buildings such as universities and schools, and offices of federal and municipal stadiums - in this case, an example cited is the Maracanã - and plazas.
According to the teacher, to create a market for microgeneration distributed in the country will need to meet the varying technical, political and commercial, making deployment attractive to investors and users. For him, it is necessary to demarcate different foci simultaneously acting as a review of the regulatory framework, financing for investors - including the purchase of equipment - and business marketing.
The generation of energy or shared microgeneration is the uptake by households, industry and commerce, of its own energy through the sun, wind or gas. The teacher points out that it is impossible to deploy a dam in the Sahara and, starting this obvious principle, you must detail the country's energy supplies and conduct research mainly on wind power as in the case of solar energy, the studies are already more advanced. "With respect to the wind are no problems with wind at the top of buildings and turbulence. There was even conducted a study of these winds on buildings in large cities and this has to be done by the government, "he explained.
Besides the implementation of microgeneration in buildings and public lighting, Tavares also suggests reducing the risk to investors, either through tariffs or reducing the risks of installation. "It is also vital funding for not only renewable, but for any energy. Belo Monte would not be built without BNDES financing, "he noted.
With regard to utilities, Tavares warns that we need to ensure demonstrable financial benefits. Moreover, he considers crucial conditions that are offered for creating companies supplying domestic and imported products. You have to invest also in staff training. "Only the factories will not realize this, you must use the entire national education system, technical colleges and universities," he said.
The mapping of the costs and benefits to society is also key to the development of this market, in evaluating Geraldo Tavares. "Nobody introduces a new wireless technology that everyone knows the costs and benefits for the entrepreneur to the dealership for the National Integrated System (NIS), the general public, governments and the environment, and consumers of electricity. It takes a government study to this end, "he said.
Finally, the issue of regulation is perhaps the most important, according to the expert. He suggests a review of the rules already determined by ANEEL, with reference to the success already achieved in more than two dozen countries.
The director of Enersud - company specialized in the production of clean energy - Luis Cezar Pereira believes the way for the spread of microgeneration in the country is reducing bureaucracy and the creation of design standards, installation and production incentives domestic equipment.
According to him, it is estimated that, while the United States the cost of installing a residential generation shared equipment cost $ 3300 in Brazil this cost can double.
