Commission on Climate Change debate project establishing payment for environmental services Autor: Agência Senado
The Joint Standing Committee on Climate Change (CMMC) will make public hearing on Tuesday (2) to discuss a policy on payment for environmental services. Valuing ecosystem services - conducted in areas with preserved vegetation - is seen by experts as a possible policy to promote climate change mitigation. Among the guests are Congressman Arnaldo Jardim (PPS-SP), rapporteur of the PL 792/2007, which deals with the subject, the Committee on Finance and Taxation House of Representatives.
The project has had two positive opinions in that house, with texts substitute approved by the Committees on Agriculture, Livestock, Rural Development and Food Supply and Environment and Sustainable Development to the House of Representatives.
The proposal, presented by Congressman Anselmo de Jesus (EN-RO) defines the concepts, objectives and guidelines of National Policy on Payment for Environmental Services and create the National Policy for Payment for Environmental Services, the Federal Program Payment for Environmental Services, and the Federal Fund Payment for Environmental Services.
The bill defines environmental services likely to pay individual or collective initiatives that may favor the maintenance, rehabilitation or improvement of environmental services or ecosystem. Among other things, establishes priority for payment for environmental services in environmental ecosystems most at risk.
Also invited to the public hearing, the coordinator of Environmental Services, Conservation International (CI), Arthur Paiva, and representatives of the Institute of Applied Economic Research (IPEA) and the Ministry of Environment.
The meeting will be held from 11 am, in room 13 of the wing Senator Alexandre Costa, Annex II of the Senate.
